What does this line mean? "Demands were made for new ‘lungs’ for the city, and some attempts were made to bridge the difference between city and countryside through such ideas as the Green Belt around London."

New ' Lungs' may mean the new government of that place attempts were made to reduce the difference between a countryside and a city. I am not sure as I need to study the whole text but I assume this is what the lines tried to mean
