What does "To commit suicide in Buffalo is redundant" mean?

By saying committing suicide in Buffalo is redundant would be saying that living in Buffalo is redundant with committing suicide, so living in Buffalo is so bad that there is no point in killing yourself because it's already as bad as it can get.
