On the nation to nation level, it is very much dog eat dog. Most countries exist either because:
They are strong enough to not be worth conquering.
They have little worth conquering, especially given the cost of conquering them (which is quite considerable).
They have something valuable, but are willing to trade for it (trade is cheaper than war and much more stable).
A nation strong enough to avoid being conquered gives them permission to exist and protection from other powerful nations.
