Because their eggs are naked, like fish eggs, and would dry out and die unless kept moist. They also don’t copulate (for the most part; I think there are one or two dry-land toads that do something similar and then carry the eggs in their moist mouths till they hatch). The males mostly shed sperm into the water near the eggs, just as fish do.
