The people who have experiences and currently on sabbatical or retired along with people who would be exploring the labour market for the first time are the group of people who constitute the new entrants to the labour force into the market.

Such people are normally unemployed are considered out of the labour force eventhough having an employment - due to certain personal or professional reasons such as education or family responsibilities.

One group is entering the labour market for the first time but are not successful in getting employment. Another group are the people who have experience and entering into the labour market after a break or sabbatical but not been able to find employment.  Experienced unemployed people are not even included in the unemployment insurance compensation.
