If veins do not have valves the blood may down if it traveling in upwards . it also make to avoid the back flow of blood.

Veins provide support for the leaf and transport both water and minerals (via xylem) and food energy (via phloem) through the leaf and on to the rest of the plant.

so, if leaves don't have veins , then the leaf cannot be supported
