When external charge is put on the surface of the bubble, it gets distributed uniformly over the entire surface of the bubble, which increases the potential at the surface (wrt some origin, say the centre of the bubble). Now to compensate this increased potential energy, the bubble expands.

If a soap bubble is given some positive charge,then its radius increases...the bubble will expand because the charged particles are uniformly distributed on it and it causes them to repel each other due to the electrostatic force...
