It evaporates and makes your palm very cold. It produces a cooling effect becauseacetone is very volatile and has very low boiling point.

it is because Acetone is called as low boiling liquids. When acetone is poured on palm it readily changes into vapours. For this it needs some energy which is taken from the palm (it absorbs temperature from body to change its state to vapours). Then the temperature gets lowered and we get a cooling sensation.
