This is because the hydroxide ions react with the hydrogen ions and form water. This shifts the equilibrium to the right i.e. the OH- ions removes H+ ions by neutralizing them and shifts the color.
Thus, adding of hydroxide ions or alkali converts dichromate to chromate.
