The diluted solution is hypotonic.
So, it contains more of solution than solute.
Therefore, the raisins bring hypertonic, absorbs water from the diluted solution and becomes swollen.

If the water concentration inside the cell is higher than the sugar medium, the sugar medium is said to be hypertonic solution. ... A raisin, when put in a sugar solution (or any other concentrated solution), loses water by exosmosis and consequently shrinks. This happens due to osmosis.

When raisins are placed in diluted solution they get swollen , since the diluted solution is hypotonic ,so it has more solvent than solute so it absorbs water from the diluted solution by permeable membrane .
