Heya,
Magnesium is a very reactive metal so when exposed it reacts with atmospheric oxygen forming Magnesium Oxide. It prevents the ribbon from burning properly. Thus,the ribbon is cleaned by a sand paper before burning so that the ribbon burns properly.
Mg(s) + O2(g)=============>MgO(s)
