the tiger that was brought by Diwan Saheb was from a zoo/park, so it was a tamed and weak creature. When brought before the king, who in his delight took careful aim and shot at it, the bullet in reality did not strike the tiger, rather it whizzed past it. The tiger was so shocked by the noise of the gunshot that it fainted, and the king mistakenly considered it dead. So, without his realization, the 100th tiger had in actuality NOT been killed.
What happened to the tiger? Well, the huntsmen who accompanied the king that die later noticed that the tiger regained consciousness. They were afraid of what the king might do if he were to find out that his shot missed, so these huntsmen killed the tiger instead.
