The current flowing through a circuit is a result of the voltage. Current flows from high potential point to low potential point. So if there is a voltage drop across a circuit element (i.e. one terminal of the element is at higher potential and another terminal of the element is at lower potential) then current flows (like water flowing from higher level to lower level).

If no current is flowing, then both terminals of the element are at the same potential. That is to say, there is no voltage drop across the element.

If a current is forced through an element, then a voltage drop occurs across the element to sustain the current.

Voltage drop V = I*R (i.e. voltage drop is equal to the current times the resistance) if you consider only resistive elements.
