Explanation:

Water molecules are polar due to the difference in the electronegativity of its constituent atoms.

This electronegativity lets the shared pair of electrons shift slightly towards the Oxygen atom and thus it develops a partial negative charge on it and as a counter balance there develops a partial positive on the both hydrogen atoms.

Now when a charged body is brought close to the thin flowing stream of water it gets attracted because of the continuum of water the the hydrogen atom being much lighter than oxygen atom rotates and floats about Oxygen atom so the water-stream always gets attracted to a charged body.
