First of all CCl4 is a well known as a stable molecule.

CCl4 doesn't go under hydrolysis due to;

1) non availability of vacant d orbitals . hence it is unable to accommodate the lone pair donated by the donor oxygen atom of H2O molecule to form an unstable intermediate compound.

2) Steric crowding due to presence of four Cl atoms around C atom which do not allow water molecule to approach antibonding orbitals of C-Cl bonds.
