When Metal oxides reacts with water Metal get attracted to hydrogen elements and it form Metal Hydroxides and Hydrogen.

MgO + H_{2}O   =\ \textgreater \  MgOH + H^{2}

it turns into hydroxide and also rusts and also turns some into base.
it rusts as metal's having contact with oxygen

ex - MgO + H₂-------------------->Mg(OH)₂
in words - magnesium oxide + water -------->magnesium hydroxide

mhere,magnesium forms magnesium hydroxide with water.solution of magnesium turms litmus paper into blue.this means that magnesium is now basic in nature.
