The quick lime that is chemically Calcium Oxide ( CaO) obtained by the calcination process of lime stone chemically that is calcium carbonate (CaCO3).

By Chemical charectestics the Quick lime has anhydrous property. When water is added by a controlled rate to the quick lime it turns in hydration form called Calcium Hydroxide which is also known as hydrated lime or Slaked lime. The process of adding of water is called hydration. A lot of heat evolved during the hydration.

So Slaked lime (that is hydrated lime also known in Hindi as Chuna (चूना) ) is nothing but it is a hydrated form of quick lime ( in Hindi quick lime is known as Kali (कली) ).

Since the solubility of hydrated lime in water is only 1.0 to 1.5 gram per litre and called lime water. Because of less solubility of hydrated lime in water the lime water remains colour less and transparent.

On the other hand if we add more hydrated lime to the water beyond 1.5 gram per litre then the hydrated lime will remain in insoluble form and since the colour of hydrated lime is milky white , the whole solution which remains in suspension form having milky white colour appearance.
