The 73rd and 74th constitution amendment act ,1992 came into force in 1993.It sets constitutional status for local government at state as well as village level.Now it is compulsory to hold election for local government at regular intervals(five years term). Atleast 50% of seats are reserved for women.Election commission has been set up in every state to conduct elections. Now there is a greater participation of people in local government.

The Constitution (74th Amendment) Act, 1992 introduced a new Part IXA in the Constitution, which deals with Municipalities in an article 243 P to 243 ZG. It was passed to accord formal recognition to ULBs in the Constitution and make them more autonomous and participatory. States were put under constitutional obligation to adopt municipalities as per system enshrined in the constitution.
