It is possible but determined by a variety of factors including nutrient availability, light, water availability-and that’s before you even consider that the tree might release a hormone that causes senescence (ie cell death) to prevent fungi, bacteria or bugs from causing further damage. It’s the tree’s defense to allow the rest of the tree to live on and thrive (not that it works in every instance).
Can it-sure but it might not be to the tree’s advantage to do so. There might now be more light in a different direction, less competition for space, and so on. Each species has different requirements & preferences (and yes, I am using preferences to describe the range of ideal scenarios for any plant to grow), therefore where 1 tree might regrow in a similar way, another might not. Each year is different (rainfall, root growth, temperatures over spring/summer growing season etc).
