According to me, a fixed quantity is a standard unit of a certain quantity accepted worldwide (most likely by Systeme International) , with respect to which another physical property is measured.
Ex:- There is a cylinder shaped platinum-iridium alloy called the International Prototype whose weight is defined and accepted as 1 kilogram. Other weights are taken with respect to this.
