A random-access memory device allows data items to be read and written in approximately the same amount of time, regardless of the order in which data items are accessed. Unlike Other devices such as hard-disk, CD, tape drives, etc where the time to read data item at the beginning of the storage(or below the read head)is always less than the time taken to read other data.
