Resource planning is a complex process which involves:
1) Identification and inventory of resources. Surveying, mapping, quantitative and qualitative estimation of resources,
2)Evolving a planning structure with appropriate skill set and technology.
3)Matching the resource development plans with the national development plans.

WHY RESOURCE PLANNING IS NEEDED:
It is a widely accepted strategy for judicious use of resources.
it is very essential in countries like India which has a huge diversity in the availability of resources.
There are regions which are sufficient in one type of resource but deficient in some other.
