An alkali is a base that is soluble in water. It is a compound which on dissolving in water furnishes OH- ions as the only negative ions.
A base is a compound which reacts with hydronium ions of an acid to form salt and water as the only products.
All alkali are bases but all bases are not alkali.
Examples: NaOH and KOH.
