Alliance, in international relations, a formal agreement between two or more states for mutual support in case of war. Contemporary alliances provide for combined action on the part of two or more independent states and are generally defensive in nature, obligating allies to join forces if one or more of them is attacked by another state or coalition.

  2. reduce risk while increasing rewards
  3. leverage resources.

coalition

A coalition government is a form of government in which political parties cooperate, reducing the dominance of any one party within that "coalition". The usual reason for this arrangement is that no party on its own can achieve a majority in the election.
