Octane are the last shell or valence shell. Atoms combine to complete their octet to attain stability.
not only Octet there are dupley and triplet also in some of atoms.

kössel and Lewis 1916 developed important theory of chemical combination between atoms known as electronic theory of chemical bonding according to this atoms can combined either by transfer of valence electron from one atom to another by sharing of valence electron in order to have a octet in the valence shell this is known as octet rule
