Apo-repressor:- It is a regulatory protein which is synthesised by the regulator gene. When the co-repressor substrate is present in the cell, then apo-repressor will combine with the co-repressor in order for forming a apo-repressor then then work of Co-repressor complex starts.

Work of this complex is in binding it to the operator gene and then switches it off. Availablity of apo-repressor individually, the operator gene is to be switched on, the reason is that by itself the apo-repressor don't have capability of blocking the working of operator gene.
