Hey there
The density of each layer in the atmosphere differs, density increases towards the Earth's surface. So I light lay travelling through the atmosphere gets refracted. Atmospheric refraction is the reason behind the twinkling of stars.

When the light rays pass through the atmosphere having layers of different densities and refractive indices, then refraction of light takes place. This refraction of light by the earth’s atmosphere is called “atmospheric refraction”.
