The spectrochemical series is based on the interaction of metal with ligand. Greater the interaction of the ligand with metal, greater will be the splitting of d-orbitals and thus strong pairing will takes place. Lesser the interaction of ligand with metal, less splitting will take place and thus, weak pairing will occur.
Eg. CO ligand is σ donor and π-acceptor ligand. Therefore, its interaction is greater than a ligand which is only σ donor. Therefore, CO will be a strong field ligand in comparison to the other.
