So that the manufacturing process would keep a good pace. This made workers so tired that they started leaving the jobs and then Henry gave them double wages and this plan worked to gain back the lost workers. This was known as BEST CROSS CUTTING DECISION.
Now the workers did work more than before only because they were offered good wages.
