Bounty program was held in the modern city of Hanoi.Suddenly Hanoi was struck with bubonic plague in the year 1903.The french decided to hire Vietnamese workers to catch the rats in the city of Hanoi.The workers were paid a bounty for each rat that they caught.They also used some dirty tricks like they clipped the tails of the rat and then they left the rat as such to continue the process.This is the bounty program.
