regular means when the lights track to a surface which is completely polished or regular then the angle of incident and then the law of reflection in both the cases are equal but in the irregular surfaces for irregular reflection the angle of incidence and the angle of reflection is different from each other

Regular reflection occurs when a parallel beam of light is reflected parallel to each other from a smooth surface. Irregular reflection occurs when a parallel beam of light is scattered in many directions after reflecting from a rough surface.
