When talked about collective responsibility, we generally refer to the responsibility of each and every member of the cabinet and the Prime Minister as it's head.

Collective responsibility of the cabinet means that it is collectively responsible to the Parliament. Once any decision is taken by the members of cabinet under the chairmanship of Prime Minister, each member should defend the decision in the Parliament and in public.

If a member does not defend or speak against a decision once taken by the cabinet, the entire government has to resign and is removed, and fresh elections are announced.
