It has a couple of meanings. In some countries, like England, it can mean a specific geographical area that a politician represents. In USA these are called Districts and in Australia, Electorates.

It also has a broader meaning of the voters as a whole. Or it can also mean the supporters of a particular issue, like gun rights or immigration issues.
