Federalism is the concept of sharing of powers at different levels of government in a country(i.e., sharing of powers between state and union government).

Cooperative federalism isn't complete federalism. Because in cooperative federalism, Union holds more power than the State. India is a country which has cooperative federalism and this concept was added to Indian constitution with source from Australian constitution.

[This isn't exact definition but i believe it provides some idea about the concept.]
