<b> The three categories of Council of Ministers in order of their rank are:

i) The Cabinet Ministers: The Cabinet Ministers hold important portfolios like Home, Defence, Finance, External Affairs, Railways, etc. The Cabinet Ministers have a right to attend meetings of the Cabinet. They determine the policy and programme of the Government.

ii) Ministers of State: They may or may not hold an independent charge of any

portfolio. The Prime Minister may or may not consult them. They do not participate in

the Cabinet meetings.

iii) Deputy Ministers: They assist the Cabinet Ministers and the Council of Ministers.

They take no part in Cabinet deliberations.

>>>>>All the executive powers of the State Government are vested upon governor and decisions are taken in his name. He appoints the Chief Minister and his Council of Ministers. He may dismiss the members of the Council of Ministers on the advice of the Chief Minister.

>>>>>>The Council of Ministers, also formally appointed by the president, is selected by the prime minister.
