A physical quantity is any quantity that has a defined numeric magnitude.

Furthermore, this numeric magnitude is to be followrd up by a 'unit' that correlates this magnitude to the real world. Like, saying that the speed of a body is 2 doesn't give adequate data for any calculations or predictions. But saying that 2m/s is the speed of the body, makes much more sense: ie the body moves 2 m every 1 second.

These are the only conditions which suffice that a quantity be a physical quantity.
