Resultant force is when 2 or more forces act on a subject and when all the newtons each force applies are put together into an equation, the result will show the direction in which the force acts and how much firce is acting on the subject in this direction. Whether this force is enough to start movement, stop mocement, change the speed, change the shape or change the direction of this subject is another story entirely which drpends on every factor of the subject, how much force and in which direction.

Equilibrium is when all forces acting on the subject result with 0 force acting on it (assuming all forces act at the same time and for the same amount of time).

So equilibrium can be a resultant force but resultant force not necessarily be an equilibrium.
