It is a government accountable to its citizens and responsive to their needs, legitimate, not-so-transparent (in matters of sharing information with its citizens). It ensures accomodation of social diversity and freedom (by constitutionally guaranteeing citizen's rights) and dignity of its citizens. It is only a form of government and a way of achieving goals. It is not the solution to all problems.
