The 'rule of people' is called democracy. In the democratic government system citizens either exercise power directly or through their elected representatives.

Democracy is necessary as it makes the government accountable and responsible to the people. It promotes equality, freedom and liberty and rule of law. It allows the citizens to express themselves without any fear. It allows ordinary citizens to become the rulers and participate in decision-making process.
