There is a subtle differnce between the cabinet and the council of minesters the cabinet minesters are the senior members of the council of minesters it is left for the prime minesters. To decide who should be included in the cabinet the cabinet is usually a smaller body consisting of nearly 10 to 20persons

The constitution of India provides for a council of Minister, with the prime minister at the head, to aid and advise the president.
The President acts in accordance with their advice, in the exercise of his functions. The President may require the council of Ministers to reconsider their advice, but he shall act in accordance with the advice tendered after such reconsideration.
Ours is a Parliamentary Form of Government therefore our President is only a nominal head of the state . Thus the Council of Ministers, headed by the Prime Minister, is the most powerful institution in the Indian Policy.
