Initial velocity of an object means the velocity at time t = 0. We know that velocity is the rate of change of displacement with time. Final velocity of a body is given as the velocity at time t. In some cases, both initial and final velocity can be zero. When a car starts from the rest, its initial velocity is zero, if it stops after applying the break, its initial velocity is greater than zero but the final velocity is zero.

The velocity of an object is the rate of change of its position with respect to a frame of reference, and is a function of time. Velocity is equivalent to a specification of an object's speed and direction of motion (e.g. 60 km/h to the north).
