The root of centrifugal force arises from the concept of inertia. That's why centrifugal force is often called as inertial force or fictitious force. However, inertia and centrifugal force are not identical concepts.

The best understanding of physics concepts is ensured by understanding examples.

For example: a bowling ball rolling on the bowling floor requires a force to set it in motion. This is inertia and doesn't involve any centrifugal force although inertia is involved and therefore inertia and centrifugal force aren't always reliant on each other.
