The difference between rights and claims are as follows.
Rights are considered as authority provided to the citizens by the government.
For instance, Right to vote is considered to be the right of every citizen.
Common people who are born in India can select the government of their choice.
Claims are filed by the people for getting compensation arising from a natural catastrophe or accident.

Differences between Rights and Claims:
The "difference between rights and claims" is that, under governing law, rights are privileges granted, protected, and secured. Without a traceable "edict, ordinance, statute" or case law, you cannot talk about rights.
"Claims" usually arise from infringement of rights. For example, one can only sue for infringement and can claim damages if she/he is proprietary right is infringed.
To claim your right, you do not have to know the law. All you need is evidence of an infringement of your right.
