5. The outer surface that envelopes the core tissue, is a tough sheath of fibrous connec­tive tissue.

whereas notochord is developed from cells of the mesoderm which is a middle layer of the embryo.

Hence notochord is not outgrowth,as it is developed from the dorsal cells inside the embryo
