rest and motion are RELATIVE terms..
that is, it depends upon the observer , whether an object is at rest or in motion... here is an example that my teacher used when i was learning this..
Explanation:
consider a train compartment which has small box in it.. you are sitting in front of that box... i am your friend, coming to meet you at railway station..
now train arrived, but it did not stop and kept running..
i saw you and that box...
as i was on the ground, i saw box and you moving along with train..
but for you, box is at rest.. it is not moving..
thus box has state of rest or state of motion according to our observation..

When an body is at REST, the position of the body remains same with respect to the surroundings, but, when a body is in MOTION, the position of the body changes with respect to the surroundings.
