i think i quite confuse in that situation where we have to add water to acid or vice - versa

Diluting an acid means to lower the concentration of H+ ions in acid or you can simply say that diluting an acid means making it neutral or less effective.

Remember, to dilute an acid always add acid into water. Never add water into acid because if done so then the reaction will be highly exothermic which will cause mixture to splash out. Which may cause severe injuries to the person who is performing the experiment.
