Dirt here refers to the oil or grease or fat or any lipid which are temporarily attached on the fabrics. It is removed through the process of cleansing action of soap which involves the following steps :

,dirt are generally hydrophobic in nature therefore they do not mix with water and forms different layers

,soap breaks the oils into smaller drops which can mix with water it works because they have different molecular ends

hydrophobic sticks with the oil and hydrophyllic end stick out of the water

This oil drop gets removed with water
