Dual government means when in one nation two governments rule together.It is same as the coalition government.This type  of government was introduced by Robert Clive in Bengal following his victory in Battle of Plassey.Under this system at that time the responsibility for administration was laid by Nawabs However,the actual powers laid with East India Company.
