Answer: After victories in Plassey and Buxar, the British became the real rulers of Bengal. A new administrative system was established in 1765 known as the dual government in Bengal. According to this system, the system, the English enjoyed all the privileges of being a ruler but had no responsibility. They had complete military power and right to collect the revenue in Bengal and to use it as they wished. According to this system the Nawab has to disband most of his army.
