Federalism is a system of government in which the power is divided between a central authority and other various constituent units of the country.
1. There are two or more levels of government.
2. Different tiers of government governs the same citizens but each tier has its own jurisdiction in specific matters.
3. Sources of revenue for each level of government are clearly specified to ensure its financial authority.
4. The fundamental provisions of the constitution can't be unilaterally changed by one level of government. It requires the consultation of both levels.
